In January 1770, on a return trip from Northern California, a group led by Gaspar de Portola was believed to be the first Europeans to encounter the ancient Chumash Indians in the Conejo Valley. Father Juan Crespi wrote about the Chumash village of El Triunfo, saying there was plenty of firewood and water in the village and that the land was covered with pastures.

Other native villages found throughout the valley include Satwiwa and two villages in Newbury Park. These villages are believed to have been first settled over 2,000 years ago. Another Chumash village was located near Lake Sherwood.

In 1975, the area became part of Rancho Simi, given to the Pico family of California. After Mexican independence from Spain in 1821, Alta California became Mexican territory, and the Rancho Simi grant was confirmed in 1842.

In 1881, the Russell brothers acquired a large portion of the land for cattle ranching. Even after the property was sold to William Randolph Hearst in 1925 and to Fred Albertson in 1943, the land continued to be known as the Russell Ranch.

In 1963, Daniel K. Ludwig bought the 12,000-acre ranch and, in partnership with Prudential Insurance Company, prepared a master plan by architectural firm A.C. Martin and Associates. The new "city in the country" has a firm economic base, with commercial areas and residential neighborhoods.

The original tract of land was divided by the Los Angeles and Ventura county lines. In 1968 and 1972, 8,544 acres on the Ventura County side were annexed by Thousand Oaks. The portion in Los Angeles County was incorporated as the City of Westlake Village. California state law prevents a city from existing within two separate counties.
