Banning and Benjamin Wilson granted the federal government 60 acres of land in 1861, at the start of the Civil War, to build Drum Barracks to safeguard the budding Los Angeles harbor against Confederate invasion.

In the 1870 census, Wilmington was a township. The township included what is now known as the South Bay villages of Compton, western Long Beach, and portions of Rattlesnake Island and Mormon Island, which ultimately became Terminal Island. In 1870, census records showed a population of 942 people. In 1860, the township was renamed San Pedro Township. Wilson College, which became the University of Southern California in 1874, was the first coeducational college west of the Mississippi.
